The decree declares that the six bishops directly involved in the 1 July illicit episcopal consecrations have incurred latae sententiae excommunication.
Canon law permits only a declaratory decree or judicial sentence to declare such penalties, limiting the decree's legal effect to those six bishops.
The explanatory note goes further, stating that FSSPX priests are in schism, and that lay faithful who formally adhere to the schism incur excommunication.

On June 13, Bishop Olivier Schmitthaeusler, Apostolic Vicar of Phnom Penh, accepted the title Akka Mahā Upāsaka Buddha Sāsanūpatthambhakr ("Elder Great Lay Supporter and Upholder of the Buddha's Dispensation") at the temple Wat Botum Vatey in Phnom Penh, Cambodia.
The title was conferred by Supreme Patriarch Nun Nget of Cambodia's Mohanikaya Buddhist order. It recognized more than twenty years of cooperation with Buddhist institutions, educational work, and social projects.

It says that "Buddhism teaches a path by which men, in a devout and confident spirit, can either reach a state of absolute freedom or attain supreme enlightenment by their own efforts or by higher assistance." I think it's a difficult argument to make definitively and decisively. Therefore, it is much more correct to say the so-called "excommunications" are completely without effect since the troubling state of the Church--awash in heterdoxy and a hierarchy sympathetic to it, a Church that rubber stamps the Consecration of Communist Chinese Bishops without a second thought and under the guidelines of a secret agreement with them, a Church that smiles upon sexual deviancy, receives such deviants in audience, writes books about Our Lord (Tucho) that are shamefully immoral, issues encyclicals that cause moral confusion in the universal Church, and more-- such so-called "excommunications' are without effect since a state of necessity and emergency are absolutely clear....far more so today than they were in 1988.
