It was taught in theology schools since Vatican II that the bishop is the "chief liturgist" in his diocese. Usually a task he performed with the consultation of some professional liturgist [mostly female]. Hence the reason why the N.O. Mass is different from diocese to diocese.

The one they have now which has killed millions of people and leaving millions more disabled and very sick. He will not stop any of it. And he doesn't want to hear about stopping it.
People have very short memories. The 24 hour news cycle makes last month headlines out-of-date. That's why we never learn any lessons from history. For example: all the scandals of Francis/Leo are merely a rehash of the post-Vatican II period of the 70s & 80s. That's why I marvel at people losing their minds over it. I already lived through it once AND survived. Keep the Faith!
